IELTS vs CELPIP Speaking: Which to Take for Canada PR
Last updated: September 2026.
CELPIP-General Speaking maps one to one onto the Canadian Language Benchmarks, while IELTS Speaking is reported in bands and converted by a table IRCC publishes. Both routes reach the same CLB levels. For most candidates the deciding factor is not difficulty but whether the score needs to work anywhere outside Canada.
Which tests IRCC actually accepts
For Express Entry, Immigration, Refugees and Citizenship Canada accepts three English tests and two French ones:
| Language | Approved tests |
|---|---|
| English | IELTS General Training, CELPIP-General, PTE Core |
| French | TEF Canada, TCF Canada |
The version matters. IELTS Academic is not accepted for Express Entry, and neither is PTE Academic — you need IELTS General Training or PTE Core. Booking the wrong version means sitting the test again. IELTS Academic vs General Training covers what differs between them.
If French is realistic for you, price that route separately: additional CRS points are available for French ability, and TCF Canada score to NCLC and CLB sets out that conversion.
What your CLB target costs on each test
Speaking only, from IRCC’s official equivalency chart:
| CLB level | IELTS Speaking band | CELPIP-General Speaking |
|---|---|---|
| CLB 10+ | 7.5 – 9.0 | 10+ |
| CLB 9 | 7.0 | 9 |
| CLB 8 | 6.5 | 8 |
| CLB 7 | 6.0 | 7 |
The CELPIP column needs no explanation: the number you score is the benchmark you hold. The IELTS column requires you to know that 7.0 is CLB 9 and 6.5 is CLB 8, and that these thresholds are not the same across all four skills. IELTS Listening in particular sits on a different ladder, which is where candidates most often miscount their profile. The full IELTS-to-CLB conversion for all four skills works through that.
CLB 9 in all four skills is the threshold that moves your CRS score materially. On Speaking that means IELTS 7.0 or CELPIP 9, half an IELTS band above CLB 8.
What the two speaking tests ask you to do
The scoring tables make the tests look interchangeable. The rooms do not.
| IELTS Speaking | CELPIP-General Speaking | |
|---|---|---|
| Interlocutor | Live examiner, in person or by video call | None — you speak into a microphone |
| Shape | One continuous conversation, three parts, 11–14 minutes | Eight separate recorded tasks |
| Follow-up questions | Yes, the examiner adapts to your answers | No, prompts are fixed |
| Scheduling | Separate appointment, often on a different day | Same sitting as the other three components |
| Score reported as | Band 0–9 in half bands | Score mapped directly to CLB |
The structural difference that matters most is continuity. IELTS Speaking is one performance: the examiner hears you warm up in Part 1, stretch in Part 2 and reason in Part 3, then scores the whole encounter against four criteria, so a shaky opening can be recovered. CELPIP Speaking is eight discrete samples with no thread between them and nobody adapting to you, so each task stands or falls alone — and the tasks span quite different jobs, from giving advice to describing a scene to handling an awkward situation.
Which of those suits you depends on how you perform. Candidates who rely on an interviewer’s reactions to find their footing tend to struggle with eight cold monologues. Candidates for whom an examiner’s presence is the problem often prefer a microphone and a countdown. Claims that one test produces systematically higher CLB levels than the other are not supported by published evidence.

Where else will you need this score?
CELPIP was built for the Canadian system and is used inside it. IELTS is accepted far more broadly by universities, employers and immigration authorities internationally.
That asymmetry only matters if your plans might change, though plans change often enough to price in. If you may apply to a university programme, a professional body or a visa route in another country within the two years your result stays current, an IELTS score travels further. If your file is Canadian permanent residence and nothing else, CELPIP removes a conversion step and the portability is worth nothing to you.
Accepted-test lists are set individually by each institution and regulator, and they change, so check the ones that apply to you rather than assuming.
Which one suits you
Lean CELPIP if your application is Canada-only, you want all four components finished in one sitting, you would rather not be read by a live examiner, and you want a score that states your CLB level without a lookup.
Lean IELTS if you may need the score outside Canada, you perform better in conversation than into a microphone, you want the option of recovering across a single continuous test, or you have already prepared for the IELTS format.
Working out where you actually stand
Speaking is the section you cannot self-score. Reading and Listening give you an answer key; Speaking gives you a recording you are the worst-placed person to judge, and the difference between CLB 8 and CLB 9 is a set of habits far easier to hear in someone else than in yourself.
OralPrep runs a full IELTS Speaking simulation with an AI examiner across all three parts and scores each criterion against the official descriptors, so you can see which band you are holding before you book. Try OralPrep.

Frequently asked questions
Is CELPIP Speaking easier than IELTS Speaking?
Neither is easier in general. CELPIP Speaking is recorded on a computer with no interlocutor and is built from eight separate task types, while IELTS Speaking is a single continuous conversation with a live examiner across three parts. Candidates who freeze in front of an examiner often prefer CELPIP, and candidates who think better in dialogue than into a microphone often prefer IELTS.
What CELPIP Speaking score equals IELTS Speaking 7.0?
Both correspond to CLB 9 on the IRCC equivalency table. IELTS General Training Speaking 7.0 is CLB 9, and a CELPIP-General Speaking score of 9 is also CLB 9, because CELPIP scores map to CLB levels one to one. This is an equivalence of immigration benchmarks rather than a claim that the two performances are identical.
Which English tests does IRCC accept for Express Entry?
For English, IRCC accepts IELTS General Training, CELPIP-General and PTE Core. For French it accepts TEF Canada and TCF Canada. IELTS Academic and PTE Academic are not accepted for Express Entry, so you have to book the correct version of the test.
Does CELPIP need a conversion table like IELTS does?
No. CELPIP was designed against the Canadian Language Benchmarks, so a CELPIP-General score of 9 is CLB 9 with no conversion step. IELTS reports bands from 0 to 9, and IRCC publishes a separate table converting each band to a CLB level. That table is not the same for all four skills.
Is CELPIP accepted outside Canada?
CELPIP is designed for Canadian immigration and is used within that system. IELTS is accepted much more widely by universities and immigration authorities internationally. If there is any chance you will need the same score for study, work or migration outside Canada, check the specific authority's accepted-test list before choosing.
Do I take IELTS Speaking on the same day as the other sections?
Not necessarily. IELTS Speaking is scheduled as a separate live appointment and can fall on a different day from the other three sections, either face to face or by video call. CELPIP-General is computer-delivered and all four components, Speaking included, are completed in a single sitting.
